Sphinx Initiative: Advancing Global Justice Collaboration

On November 25 and 26, in the framework of the Sphinx initiative, the Siracusa International Institute for Criminal Justice and Human Rights hosted for the first time the Horn of Africa group, which brought together senior officials from Djibouti, Ethiopia, Kenya and Somalia.

Shortly afterwards, on November 27 and 29, under the patronage of Europol and Eurojust, a meeting of all groups within the Sphinx network, comprising 16 countries and 4 regions, was held in Brussels. These meetings have set the stage for achieving two key objectives by 2025: the production of a comprehensive white paper outlining the integration of intelligence into judicial processes and the completion of a detailed assessment of emerging threats.

Sphinx provides a collaborative framework and networking platform for experts from intelligence, judicial, and investigative fields to develop future-oriented strategies. Complementary to this, the EU-funded CTJUST project, implemented by FIIAPP (Fundación Internacional Y Para Iberoamérica De Admón Y Políticas Públicas) and Expertise France, is strengthening legal tools for combating terrorism across North Africa, the Middle East, the Sahel, and the Horn of Africa.
