New Publication | Final Output of the DEPMI Project (2022–2024)

25/02/2026

We are pleased to announce the publication of “The External Dimension of Italian Migration Policy (DEPMI): A Mapping of the Tools to Manage Migratory Flows with Countries of Origin and Transit,” published in Italian Political Science.

This publication represents the concluding academic output of the DEPMI Project – The External Dimension of Italian Migration Policy, developed across two consecutive phases (DEPMI I and DEPMI II) between 2022 and 2024, under the coordination of the Siracusa International Institute for Criminal Justice and Human Rights.

Led by Iole Fontana as Principal Investigator, and carried out with the contribution of Matilde Rosina and Sahizer Samuk as key members of the research team, the project offers the first systematic and comprehensive mapping of Italy’s external migration policy.

Across its two phases, DEPMI analysed Italy’s bilateral migration engagement with 28 countries in the broader Mediterranean region between 2000 and 2024.

The project produced:

  • An original dataset of over 140 bilateral agreements and migration-related instruments
  • A dataset of more than 1,800 development cooperation projects
  • 28 country profiles
  • An interactive map of Italy’s external migration policy

The article presents the project’s theoretical framework, methodology, and key empirical findings, with particular attention to Sub-Saharan Africa.
By systematically mapping Italy’s instruments, partners, and thematic priorities, DEPMI offers an original and important empirical contribution.

Congratulations to Iole Fontana, Matilde Rosina, and Sahizer Samuk for their outstanding work on this important research initiative.
