On June 30, 2023, the fruitful four-day exchange among high representatives from the judiciary, intelligence, and security sectors of Egypt, Iraq, and Jordan concluded in Siracusa, Italy. This inaugural Sphinx working group workshop, organized collaboratively by the CT-JUST project team and The Siracusa International Institute for Criminal Justice and Human Rights aimed to address the vital role of judicialization of intelligence in enhancing the effectiveness of counterterrorist criminal justice.
The Sphinx Working Group is a cluster that will convene biannually, seeking to enhance transnational and trans-regional cooperation on sensitive and technical topics. CT-JUST is a project funded by the European Union’s Foreign Policy Instrument (FPI) and based in Rabat. CT-JUST is a flexible trans-regional facility. Building on the lessons identified in past or ongoing interventions, the project works to strengthen the vulnerable areas in the criminal justice chain in priority countries in the fight against terrorism. The project’s geographical scope covers the MENA region (North Africa and the Middle East), Sahel, and the Greater Horn of Africa.
The outcomes of the workshop included a better understanding of operational procedures in each country and the development of a policy paper that lays the groundwork for future collaboration. This marks the beginning of a new approach through the Sphinx working group, combining high-level workshops and fostering connections among professionals in the field.
