16th Plenary Session of the Parliamentary Assembly of the Mediterranean (PAM)

On 9th and 10th March 2022, in Dubai, the President of The Siracusa International Institute for Criminal Justice and Human Rights (SII), Mr. Jean François Thony, and the Director General, Filippo Musca, attended the 16th Plenary Session of the Parliamentary Assembly of the Mediterranean (PAM) with the partnership of the Federal National Council of the United Arab Emirates. During the Plenary, SII’s President and PAM’s President, Hon. Gennaro Migliore, signed a Memorandum of Understanding to promote higher education, technical assistance and research in the fields ofInternational Criminal Law, International Law, Fight to Transnational Organized Crime and Corruption, International Cooperation and Human Rights.

This Memorandum of Understanding is a formidable opportunity to partner with one of the most reputable institutions committed to address the pressing challenges, such as regional conflicts, security and counter-terrorism, humanitarian crises, climate change, human rights, and inter-faith dialogue.

PAM is an international organization, an Observer at the General Assembly of the United Nations, with a specific international juridical status. The Assembly, which brings together 34 member parliaments from the Euro-Mediterranean and Gulf regions, also supports the work of other international bodies entrusted with the responsibility to foster security, stability and peace in the Euro-Mediterranean region.

In his speech, President Thony stressed the natural complementarity between PAM and SII, which share and defend the same core values. This Memorandum opens a potential for promising cooperation in particular on environmental crime related issues as addressed by the Institute’s Greater Mediterranean Program on Environmental Crime. President Thony offered to PAM that SII becomes for the Institution a space of dialogue, research and training inter alia on international criminal Justice, fundamental rights as well as anti-corruption.
